Pin to Start stopped working on Win10Server

I just tried to Pin To Start an application from within TC 9.22a (x64) under Windows 10 Server (v1607) and it does not work (does nothing, without any error messages). TC was NOT run as Admin.
I tried the same thing from the same folder under Explorer and it worked fine.

Confirmed under Windows 10 Home 1903
It doesn't work for older versions of TC either, so it is probably a Windows problem

It's a Windows bug - you can only pin2start if a program appears in the alphabetic start menu.

Yes, but then it also shouldn't work from Windows Explorer, right? Pin2start does work from there though...

Sorry, no idea what I could change. I'm just passing the called function to Windows.
