Start of Background and Queue transfer oprations in separate process

Currently Total Commander uses separate threads for Background and Queue operations.
The possibility to start such operations in a separate process would make background transfers available in cases where it is currently considered as not thread safe, e.g. for transfers with some packers/unpackers, file system plugins...
