have you checked the paths?
in the totalcmd menu "Help -> About Total Commander..." (top right) you can see the correct wincmd.ini path.

and of course check your path to the iconlib:

Regarding the "it looks like Windows 95" viewpoint, here are three other file managers side-by-side with Total Commander. I don't see Total Commander faring poorly in this comparison. Perhaps, the issue is not so much the looks, as it not being easy enough to change the looks.
