Oh, it should be configured by the forum owner/admin. Moderators may see the following buttons for every message: Edit, Delete, Report, Information (here's IP address), Reply with quote. Or even more, depending on the forum version and mods installed.

I think that's disabled on purpose due to GDPR and an IP being information that could be used to identify a person.

IMHO one should just ignore the postings of users "opensourcecommander" and "pwservices". I suspect that they will not answer, they just want to unload their bad opinions. It's not worth wasting time on it.

IP addresses are always logged and stored according to local law. In EU countries data retention period is 6-24 months. GDPR does not specify retention periods for personal data. Instead, it states that personal data may only be kept in a form that permits identification of the individual for no longer than is necessary for the purposes for which it was processed.
There are other restrictions in GDPR - but there is no general rule which disables personal data processing by authorized staff (like moderators). That's why moderator actions are logged.
But I don't want to continue this offtopic.

In the forum, IP addresses are stored for 14 days and then changed to 127.0.0.1 by the GDPR extension. GDPR does allow to store sensitive data only for as long as it is needed. The two users you mentioned had almost the same IP address, only the last digit of the last part differred by a value of 3. So the two are most probably the same person using a dynamic IP address.
