Yes, just switch to dark mode via "Colors" page, and then change the colors manually to the ones you want. Total Commander can store them separately for normal and dark mode, also for view modes.

Colors in red rectangles are for normal mode so they should not change.
You haven't changed (or saved) any view color in dark mode, there are still default colors (-1) in the last positions for any of N_options.

I changed it in "light mode" then turn on "dark mode" and changed again:

The header color is the same for normal and dark mode. It is drawn as a gradient from the chosen color to gray in normal mode, and to black in dark mode. Only the background colors of the file panels can be changed separately for normal and dark mode.

Tabs looks awful in dark mode - is should be able to configure it separately
