Add Mouse Over File Preview for Total Commander 11.00

Now that as of Total Commander 10.50 beta 6, the following has been added
17.05.22 Added: wincmd.ini [Configuration] FileTipWindowsOnIcon=0, set to 1 to show tooltips only when the cursor is over the icon, or where it would be when icons are disabled. Does not affect thumbs view (32/64)

I suggest that, in addition, to the following file preview options:

Quick View Ctrl+Q - cm_SrcQuickview
View with Lister F3 - cm_List

there be an option to enable/disable a file preview when the cursor/mouse is over just the file name and not the icon.

This would be a free floating window, close to the file name. If the cursor were placed in this free floating window, text could be copied from it.

If the cursor were moved to another file name, the preview for that file would appear.

That would come near to the superior XYplorer function.
I often use XY just for it better picture view functions.
