[Implemented] Update Help - remove Win 3.1 references

I think the number of TC users that use Windows 3.1 are extremely low and most current users don't know what you mean if you refer to Windows 3.1's file manager and program manager. So maybe it's time to update a thing or 2?

You didn't replace "editor" with "program". Was this deliberate?

It's mostly outdated, so I will change it to:
The association allows starting the appropriate program for a file, e.g. the editor notepad.exe, by double clicking on the file or with the ENTER key. The association is not restricted to Total Commander, but also works in Windows Explorer and Start Menu.

The shortcuts are stored in the Windows registry, which contains additional information such as for printing. On Windows 2000 and newer, in addition to the shortcuts under HKEY_CLASSES_ROOT, there are private Explorer shortcuts under
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts
These are created when you use "open with" in Explorer. Total Commander can read these, but cannot create or change them.

Finally, I thought is was very outdated 17 years ago ;)

Shortcuts is not the correct translation. Replace "shortcuts" with "associations" (3 times).
