[Implemented] Move cm_VerticalPanels to View category

[Implemented] Move cm_VerticalPanels to View category

In the command browser, cm_VerticalPanels is listed under Source while it is the only command unrelated to the active panel. I suggest moving it to the View category.

I agree, I will put it under cm_ShowQuickSearch which also toggles something concerning the file panels.
