[TC10.50rc1] (un)Pin apps to the Start menu

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

1) context menu item "Pin and unpin apps to the Start menu" doesn't work (from Explorer - work)
2) Also, menu item "pin to taskbar" is missing (Explorer menu had it)

Win10 21H2

Number 1 is a known problem and not specific to TC,
other tools have the same problem.
It only works from Explorer.
Workaround is to make a link and pin this to the Start menu.

The solution for number 2 is to drag and drop the file to the task bar.
In actual Windows 11 this isn't possible without the help of tools like StartAllBack.
But the next windows version will bring it back with native Windows task bar.

It seems intentional by Microsoft so programs can't just pin themselves without the user's consent.
