[TC10.52rc2] Display name for Captures folder isn't used in trees and panel

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

The Captures folder is a special folder. In Explorer the folder name is localized. In TC, the folder name is not localized except when the folder name is displayed as current folder above the file panel.

I can confirm that, but it it seems to be a misfeature of Windows itself. It seems that the call to GetDisplayNameOf returns different names when called with option SHGDN_INFOLDER, SHGDN_FOREDITING or SHGDN_NORMAL. For now I will leave it as it is.
