Ini File Settings part 2: Configuration N-Z:
1=Only when file is available at specified path,
instead of
1=On network paths only when lnk is also on net,

No, the description is correct. TC looks in the link where it points to. The problem is that these links usually contain absolute paths, so the link may be located in \\otherpc\someshare\linkname.lnk, but on that other PC it would actually be c:\somedirectory\linkname.lnk where c:\somedirectory was shared as "someshare".

Now when TC looks at the lnk file linkname.lnk, it may contain something like c:\someotherdirectory. But that's on otherpc and may not even be reachable via \\otherpc\someshare. That's why QuickViewFollowLinks=1 makes TC follow this link only if the target of it is also on the net, e.g. it was created remotely to actually point to \\otherpc\someothershare.

Let's assume there's a local LNK file pointing to a local file (e.g. shortcut to TC in the Windows start menu in %ProgramData%\Microsoft\Windows\Start Menu\Programs). What is QuickViewFollowLinks=1 supposed to do? Currently Quick View doesn't show the LNK file's contents but that of the target, i.e. it follows the link (see this thread for reference). If TC is supposed to not follow this link, it looks like a bug.

In this case (for local link files), it will do the same as QuickViewFollowLinks=2. The two only differ for remote files.
If you don't want to follow links in any case, set QuickViewFollowLinks=0

Well, then the help text should be changed to what Fla$her suggested in this post:
1=Always, but on network paths only when lnk is also on net
to make it absolutely clear that Quick View will, by default, always follow such links (with the exception you described above).

I also fully agree with Dalai.
The current desciption confused me while I was installing the LinkInfo plugin.

The text in the German help file pretty "bumpy" and could be improved. Maybe something like
1=Immer, aber bei Netzwerkpfaden nur dann, wenn lnk auch im Netz
is a better and smoother translation of the English text.
