Improvement of the History config dialog

Some ideas to the History config dialog layout.

Change the label "Directory history thinning" to "History thinning" that would leave space for a box for setting the HistoryThinningDelta value.

Move the labels "History thinning" and "Max width in characters (average)" into the same vertical position.

Move both sections "History" and "Frequently used folders" 2 pixels up

Move the section "Scroll list:" like 7 pixels down

Move the part with "Storage location..." and "Save now / Delete now" buttons 5 pixels down

It should look like this:

I don't think that the average user should change the HistoryThinningDelta value. It's for advanced users and doesn't need to be put in the main settings dialog.

I think it is pretty straight forward: how long do I have to be in a folder before it gets added to the thinned list.

I can think of option in for example the FTP config dialog and the Thumbnail config dialog that are much more advanced than HistoryThinningDelta

I would rather prefer the value: 5000 ms as default value, because this value is stored in the wincmd.ini
and is stated as such in the help.

Fine with me - if thre is enough space for that
