If no location is set for the default button bar file default.bar, it will be taken from the program directory. If the file isn't writable in the program directory, it will be copied to the location of the wincmd.ini file and used from there. This can be prevented with the following lines within the default.bar file:
Since any .bar file can be defined as default bar I think it would be edited like this:

Any .bar file can be defined as default (permanent) (in such case "default.bar" file will not be default bar). To make .bar file default (permanent), choose bar file in "Change button bar" window (">>" button) and after "Ok" confirmation of "Change button bar" window you will be asked if the choosen bar would you like to make permanent. Permanent (default) bar is loaded each time Total Commander is started. It is loaded also when you hide and show button bar (Configuration-Layout).
