[REQ] Splitter improvements

I think it's quite a while ago, since this topic was discussed here.

I keep struggeling with the splitter bar (maybe I'm too stupid to understand how it works in different situations, switching to QuickView...).

What I found (by accident):

- If I move the splitter with ShiftKey pressed: it snaps at 25%, 50%, 75%. Already a great improvement, should be advertised better!

IMHO these snaps are somewhat too coarse, at least I would like to snap at 10% and 90% in addition.

What I wish:

- Keyboard commands in addition to cm_50Percent like cm_increaseBy10Percent, cm_dereaseBy10Percent.

- Allow snap with mouse every 10% using ctrl instead of shiftkey

- Don't allow 0% or 100% (unexp. Users might get lost), limit to something like 5%, 95%.

There is still a workaround: This AHK -Script opens the Splitter menu with [Ctrl]+[g]. Then you may choose 2,3,4,5,6,7, or 8 for 20, 30, 40, 50, 60 ,70 or 80 percent. If you need it very often it is no problem to extend the script for each of this percentages to an own hotkey.
