Different dialogs behavior for the same user command

I have the next user command (with path and param specified):

When I chose this command in Change Button Bar dialog Parameters and Start Path fields become disabled.
But when I chose command in Change Start Menu dialog Parameters and Start Path fields stay enabled:
Maybe fields must be disabled in Change Start Menu dialog too?

Confirmed - Parameters and Start Path fields are now disabled in Change Start Menu dialog for em_commands.
