I see - and I cannot use Aero because Vmware doesn't support it - that explains why I cannot reproduce it.
Maybe you can make a film with a regular video camera, or camera phone?

Thats make something clear. I don't using Aero, I like classic interface with custom colours. But now I'll try to enable Aero and test something for you.
It's sad but I can't see anything strange even with Aero. Maybe screenshot will help but currently I even don't know what exactly I'm looking for.

So here you go: sample Movie made with a good old digi cam
Perhaps you can also hear the key presses in the movie. (turn up volume)
I press several times up and down followed by left or right key.
There is no problem if the view scrools.

Thanks for the video - really strange indeed! What happens when you press ENTER after the cursor didn't move, will it launch the file where the cursor still is, or where it should be?
