The beta 4 history mentions mentions a fixed bug that occurred when Lazarus did not return any current monitor on 64 bit. So, is it correct that TC is built, at least for 64 bit, using Lazarus?

It is not a secret and was mentioned many times that TC8x64 is built using Lazarus x64.
