so I clicked Appearance > Replace Windows Explorer > On, then popped up a message box saying "file not found".

Well, there is a cooperation between the language files and menues. When you switch in the TC-Options from a language the menu is changed together. Language is not literally meant - it can be all in english but different features. Edit: More Info in the TC-Wiki...
Normally the TC falls back to its (unmodified) english language then.
It is impossible in this forum to find the error. You better ask in the TC UP - Forum for details. Please download the TC-Ultima Prime again and run the installer. Maybe the download was corrupted. Repair your Win-installation first. =)
