Leaving row of tabs in the same place.

I have several rows of tabs. Each time I click one which isn't on the bottom row, the whole row of tabs is moved to the bottom row.
Is there a setting which prevents this? I would like the tabs always in the same order.

Unfortunately not - this is a "feature" of the used Windows tab control.
