Steps to reproduce:
1) create C:\test1.txt and C:\test2.txt
2) sort by name (ascending)
2) select test1.txt with Insert - cursor moves to test2.txt
3) now pressing F5, F6 or Alt+F5 offers copying/moving/packing the selected file. But "Combine Files" offers to start combining with file under cursor (test2.txt), not the file, which is selected (test1.txt).

"Combine Files" is a single-file-oriented operation. That is, you should only specify the first file for it, and not select all the files you wish to combine. All the operations that accept single file work with the file under cursor instead of the selected files (like, e.g., cm_Split, cm_Encode, cm_Decode).
