Synchronize problem after Daylight Savings Time adjustment

I use the Synchronize feature a lot to synchronize my encrypted hard disk TrueCrypt volume with a backup copy on a USB flash drive.

However, when the Daylight Savings Time switches to summer or winter time the timestamps of the files on the backup USB are all offset by one hour, resulting in Synchronize suggesting that I copy all files from the hard drive.

Is there anyway to avoid this? Is this a problem with Total Commander, the Synchronize command or TrueCrypt?

It's not set by default because some people would complain that TC wouldn't find some files which have a different time stamp - which they indeed have because of the inconsistent handling of daylight saving times by Windows...
