I could do this in Windows 7, but now the "circle-with-diagonal-line-through-it" indicates that the files can't be dropped into Total Commander. I can drag files from the Desktop into Windows File Explorer.
Same issue with TC-32 and TC-64, "Run as Administrator" enabled with both. Any thoughts?

Problem is in your "Run as Administrator". Windows XP/Vista/7/8 doesn't allow drag and drop between processes belonging to different users or with different elevation levels (you can test it with any application, not only TC). Your desktop is maintained by Explorer process that is running w/o elevation.
Use virtual desktop folder within TC (command cm_OpenDesktop) or open desktop directory in TC directly (command cd %$DESKTOP%).
