Shift+TAB hotkey

Is there any way to bind some command (f.e. cm_SwitchToPreviousTab) to Shift+TAB hotkey?
It always works like "switch to other panel" (bug?). Essentially no different from TAB-hotkey...

Yes, no problem.
Using the Hotkey assingment under the Misc part of the configuration dialog.
Works fine for me

Windows7 x64
Clean installation.
I tried cm_SwitchToPreviousTab  cm_SrcComments  cm_RenameSingleFile (also using the Misc part)
They do not work.

Tested with cm_SwitchToPreviousTab
works fine but only in TC x64

I tried on two other Win7x64:
TC8.51RC1x64 ok it works.
TC8.51RC1x32 doesn't.

Delphi handles Tab and Shift+Tab differently (in the windows function, to switch through controls), so unfortunately they cannot be reassigned.

You don't understand.
The x64 version is not programmed in Delphi, its Lazarus.
