Move command with rename if different size or date?

Is it possible to copy/move files into a directory and if there is an existing file with the same name, auto-rename the copied file if the existing file size or date is different?

I don't want to automatically skip all files or overwrite...I just want it to skip if existing file is the same name, date and filesize --- but rename if size or date is different.
