TC 8.51a, Windows XP SP3:
1. Enter Lister Print Setup
2. Change the font settings
3. Click Close
4. Reopen Print Settings; the changes have reverted back to their defaults

I guess ArchCarrier refers to the window's close (or X) button.
It's fully normal that an application behaves like the dialog was cancelled (i.e. Cancel is pressed) if a window is closed via its close button.

I cannot confirm the problem. The font settings are saved correctly for variable and fixed fonts, even after TC's restart.
Tested on TC 8.01 and TC 8.51a on XP SP3.
Are you sure you can write to wincmd.ini?
