Could it be possible to :
1) add in the vertical menu a toggle vertical bar.

1) This isn't needed: You can hide it by right clicking on the bar itself. You can re-add it via "Change vertical.." - "OK".

1) this is not the most intuitive behavior. Even the change is for me not useful here as you have it on the bar itself.

From the bar editor, you cannot apply file change for the vertical bar as you do for main.

It only makes sense if the vertical buttonbar panel is considered as part of the splitter...
