I always log in as an administrator.
I cannot save an edited wincmd.ini.
I cannot save a changed button bar.

In the past there was no problem.

Login as Administrator does not grant you rights anywhere !
Check under the TC help about menu where your ini files are located
and then check the rights on this files.

SAVING PROBLEM

Updating TC 8.53 to TC 9.0 solved the problems.

I suppose you've installed TC 9.0 with default writeable INI files location under %USERPROFILE%\AppData? It is the only logical reason why upgrading TC has allowed you to edit wincmd.ini.

i usually install it with wincmd under the TC dir so i can back it all up easily. To write in there i also install it in c:\totalcmd and not in program files
