Currently Ctrl A duplicate Ctrl Num+ on the active panel, which is dependent on configuration.
Ctrl Num- always unmarks folder+files
The command with code 3301 always mark files+folders, but without associated to it key. I suggest Ctrl A to get this role.

You can just redefine the hotkey Ctrl+A to command cm_SelectAllBoth (3301) yourself in the Misc. section of the Configuration dialog.
