I always use the same wincmd.ini, that's just the strange thing.
TC is used on the PC with portable settings (UseIniInProgramDir=7).

Thank you for the hint to [left],... that motivated me to take new tests - with success!
After each step, I made a copy of the wincmd.ini file with Windows Explorer:
Configuration - Options - Operations - Save on exit: "Panels (brief/full, etc.)" ticked.
In the left panel always tab, locked, but directory changes allowed for D:\zzz was active.
The testfolder D:\zzz contained 2 subfolders and 2 files.
1. TC - 9.12 (x64) - [left] sortorder=0 TC not started
2. TC - 9.12 (x64) - [left] sortorder=0 Start TC - Save Settings
3. TC - 9.12 (x64) - [left] sortorder=3 Sort date of "Locked, but directory changes allowed" tab - Save Settings
4. TC - 9.12 (x64) - [left] sortorder=3 Files - Quit (ALT+F4) - wincmd.ini is saved automatically
5. TC - 9.12 (x64) - [left] sortorder=0 Start TC [- Save Settings] --> For me this seems to be the problem!
1. TC - 8.52a (x86) - [left] sortorder=3 Sort date of "Locked, but directory changes allowed" tab - Save Settings
2. TC - 8.52a (x86) - [left] sortorder=3 Files - Quit (ALT+F4) - wincmd.ini is saved automatically

a) if I sort by date at three tabs, then after a TC restart under TC 9.12 sorting is lost on my pc on all three tabs!
b) if I sort by date at three tabs, then after a TC restart under TC 8.52a sorting is NOT lost on my pc!
In both TC versions under [lefttabs] or [righttabs] the active tab - after "configuration" - "save settings" - is not listed in my wincmd.ini.
But somewhere they must be stored, because they are available after TC restart.

In the "Default" View mode, the "Columns view:" and "Sort order:" fields should NOT be set to "Unchanged"
so that you can return to this view when another view is closed automatically.
View mode - <Default> could be, for example:
Columns view: Full
Sort order: Name
Example:
*) View mode
Code: Select all
Name .........: Sorting (descending) by date
Columns view .: Full
Sort order ...: Date ☑ descending
Code: Select all
☑ Automatically switch view mode on directory change:
+: Must match: D:\Data
More sub-rules, click on "&" then on "| OR (any match)"
+: Must match: I:\Data
Set this mode: Sorting (descending) by date <-- Name of your View Mode!
Button "Apply", "OK"
i.e. it is sorted in descending order by date.
If you leave these directories, the Auto Switch Mode is ended automatically and it is sorted again by name -> View mode <Default>.
This sorting is retained even after restarting TC.

One can't say it like that.
Your comments confirm that with certain settings in TC it is possible to achieve his goal.
For me, as already mentioned elsewhere, it does not work with such settings.
Therefore I use a View mode and Auto Switch Mode for such cases.
But what I don't think should be done to achieve your goal is this setting:
Reason:
With this setting, the sorting after TC restart is also retained (as in TC 8.52a, for example)
but an Auto Switch Mode can then no longer be ended automatically (but only manually).
