The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

If I search my C: drive for all files with 'Everything' enabled I get 157007 files in 21108 folders - and if I search without 'Everything' I get 174685 files in 20690 folders (Ignore list enabled in both cases).
If I set IgnoreLinks=8 in wincmd.ini in order to ignore junctions and symlinks I still get 157007 files in 21108 folders with 'Everything' enabled - but if I search without 'Everything' I now get only 171235 files in 19947 folders - this shows that
searching with 'Everything' does NOT respect the IgnoreLinks=8 setting.
Is this a bug, or just a missing feature

In "Everything" under Tools > Options... > Indexes\NTFS junctions are listed.
Maybe you could untick "Include in database"?

I don't see such an option:

http://madsenworld.dk/tcmd/everything3.png
The "Include in database", I see, is about whether I want to include the selected volume ("WINDOWS (C:)" in the screenshot) in the database - not about junctions
Anyway - I think that it would be nice if changing the IgnoreLinks setting would work also for 'Everything' searches, so I don't have to change the setting in two different setups.
I am using 'Everything' v. 1.4.1.895

Aha - but I don't have any junctions for whole volumes - as you could see on my screenshot
http://madsenworld.dk/tcmd/everything5.png I only have real partitions in that list - so nothing I can disable.
Anyway when I wrote:

I was expecting to see a lot fewer files and folders because of all Window's junctions especially in the c:\Users\ subdirs with IgnoreLinks=8 - but I see just the same number.

IgnoreLinks=8 has no effect when searching with Everything, because TC doesn't go from subdirectory to subdirectory to find files. It just tells Everything where to look. If you need IgnoreLinks=8, you need to disable the "Everything" option.

Maybe it could be added to the help file that IgnoreLinks=8 has no effect when searching with Everything

Help now in TC 9.21rc2 says: :-)
IgnoreLinks=0 Allows to ignore hard links (junctions, reparse points) to directories in various functions. Note: The function "Synchronize dirs" uses a separate option "SyncIgnoreJunctions".
Sum of:
1: copy/move/calculate occupied space
2: internal packers (zip, tar)
4: branch view
8: find files (except when using Everything), re-scan tree
16: ignore links even when they are selected in the current directory. Otherwise only links in selected subdirectories are ignored.
