who would write a plunin to split and merge PDF file?

The Split command in TC can only change file's size. However, we sometimes need to split or merge PDF file. although there are many alone utilities which can do like this, i think developing a plunin is very convenient.

As you said, there are enough tools available to to this job and you can integrate them into TC with buttons or menu.
So what should be the benefit to develop a plugin for it ?
