If a menu is too long for the screen and has to be scrolled down by the arrow in the lower left corner of the menu, then If the second to last item in the menu is a separator, an extra line is added - see: https://madsenworld.dk/tcmd/extramenuline.png and https://madsenworld.dk/tcmd/noextramenuline.png
This is not a new thing - I can reproduce it in TC 8.52a

This is done by Windows when the menu is too long. I don't have any influence on it, sorry.
