TC offers only the encodings you see. If you need a different encoding, try another program like WinMerge or Beyond Compare.

You can only choose the encoding via font. However, fonts do not support ISO 8859-2, they only support things like "Central Europe", which would be Windows 1250. That encoding is similar to ISO 8859-2, but not 100% identical, see:
