(Solved) TC doesn't open in foreground.

(Solved) TC doesn't open in foreground.
At some point in the past TC stopped opening in the foreground, which I find annoying. TC10.0, Windows 10. All other apps, programs, and windows continue to open in foreground. Is there a setting in TC that I might have screwed up? Any suggestions?

Thanks for the suggestion. TC isn't completely covered when starting and I can see it is opening maximized.
EDIT: This just in! Problem solved! I don't know why. I did not have a desktop icon, just TC pinned to the taskbar. So i unpinned it and created a new desktop icon for it from the executable file. Tried opening TC with this icon and it opened in the foreground. While it was running I pinned it to the taskbar again and deleted the icon from my desktop. It continues to open in the foreground from this pinned icon as desired.
