Where can I find the User-Defined Command (UDC) em_command ?
Which files ?
How to modify/define them ?

User defined command are placed in usercmd.ini file placed in the same directory as your wincmd.ini file. There can also be user defined commands connected to the language file you use - they will be named wcmd_LNG.ini and will work with your wcmd_LNG.mnu file (LNG is your language for example tw).

Yo can also find and edit the cm_command files from within TC by running the cm_CommandBrowser command and then scroll to the bottom of the list in the left side of the dialog. See: https://madsenworld.dk/tcmd/choosecommand.png
