You can add the license key to the registry for all users by adding the key to the HKEY_LOCAL_MACHINE branch. However on a 64-bit system, 64-bit TC only looks in "HKEY_LOCAL_MACHINE\SOFTWARE\Ghisler\Total Commander" and 32-bit TC only looks in "HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Ghisler\Total Commander". So you need to add the license twice to the registry if both 64-bit and 32-bit TC are used.
