The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

This is indented on purpose because it is only enabled when "Never" isn't checked, so it depends on the two radio items above it.

He probably means the alignment shown in this image.

There are no limits to your imagination.

Perhaps it was supposed to look like this?

Texts can be (much) longer in other languages, so moving these edit boxes and the labels right next to them too far to the right can cause problems. Overflowing or partially hidden text is much worse than an improper alignment.

Sadly, it's not possible to properly align the text base line with the used controls. You can set the top position and height of the control, but the text will be somewhere in the middle (different for each control type).
