Yes, that is the normal behaviour. Once downloaded, which happens once the picture has been opened, the cloud overlay disappears and the thumbnails must show up. The issue is that it only works for my jpg:TC does not show thumbnalis, unless the files have been downloaded (no blue cloud overlay) (as Ghisler also stated)

Good question, thanks. Frankly speaking, I do not know where this should be set up, but apparently it works seamlessly for the jpg. This directory should be the same for all downloaded files.Maybe JPEGView download the files to a temporarily directory when displaying the images, instead of forcing OneDrive to download them to the OneDrive folder?
In order to be sure, I made another test: I changed back the file association for PNG to photos, the slow default windows viewer, and restarted TC.
Same process: I click on a cloud PNG file to download it and open it, then get back on the previous directory and re-entering it to be sure to refresh the thumbnails view, but the issue persists:
