Change file attribute to SYSTEM on Windows Mobile SmartPhone

I have been trying to change file attribute to SYSTEM on a file on my Motorola Q Windows Mobile 5.0 SmartPhone. When I use the properties function on TC to add the - for the SYSTEM attribute and click OK, nothing changes. The file properties still say SYSTEM - NO.

Does anyone know what I am doing wrong?
