rq: execute internal commands cm_* on the command line

Wouldn't it be nice to be able to execute the internal commands from the command line (for testing purposes).
By default this option should be disabled and could be enabled with an entry in the wincmd.ini file.
When a command begins with "cm_" it should be considered an internal command.
