You should provide more details.
Operating system?
TC-Version?
Which actions?
In which places (Systemdirectory,Programm Files, External hardisk,..)?

Possible solutions:
- Start TC as administrator.
- Turn UAC off.
- Change the permissions of the related files/directories.

It is new Windows Vista\7 feature called UAC. It starts all programs with USER rights instead of ADMIN rights, so dangerous software won't harm you. But it asks for admin rights when it needs to do something serious. You may disable it in user management at control panel. However it is not recommended to do it. You should try to do most of actions w/o admin rights.

The only thing you can do within TC is to start TC with elevation (right click onto LNK, As Administrator). But be careful, all processes that your TC will start will be executed with elevation.

User Account Control is among the ten worst crap "features" microsoft has ever come up with. Even worse than super fetch in vista. Could be usable in libraries or other open places but never at a home desktop. It only cripples the system and makes users want to light their computer on fire. UAC is one of the best motivators to start using another OS.
Total Commander and Gaming. Only reasons left to use Windows.

If you don't worry about security, you may just disable UAC, it is quite easy to do.
While using UAC, I look intently onto every application that requires admin rights, especially if it shouldn't require them (in my opinion). It is a good right to divide programs and data, and if such division is followed, no UAC questions occur at all most of times. Only when you install new program or make changes in system.

Not quite true. UAC pops up every time you try to start a program/process that is not signed by microsoft nor on their approval list. In all it popped up 20 times on my newly reinstalled system before I managed to kill it, along with all the other useless and gravely dysfunctional safety measures they think is appropriate for EVERY user who uses their OS of failure. Then again. Maybe they think all power users doesn't belong on a windows system anymore and have moved along to Gnu/Linux. I'm drifting a bit OT here so I'll just leave it at that.
Total Commander and Gaming. Only reasons left to use Windows.

Never happened to me.
And UAC is permanently turned on with the highest security level here.

You're wrong. UAC popups only for applications that ask for elevation (=admin rights). For normal user-mode applications it never popups. Anyway, UAC provides more convenient way of using user account by default. And this way is the most correct way for program writers - ask for elevation only for actions that really require admin rights.

Not complete right.
UAC may also be triggered by file name parts like "install", "setup", "update", etc. (used for older setups which are not UAC aware).
see secpol.msc:
Local policies->Security options->User Account Control: Detect application installations and prompt for elevation

It is compatibility manager who decides that application needs elevation if it matches certain conditions (a bunch of compatibility patches e.g.). So, it asks for process elevation in such case. :)

I can't imagine running Win7 as a general user. UAC prompts fairly regularly as it is even when your account is a member of the Administrators group.
