When I pack a file with the name "nøkken.txt" it becomes "nokken.txt" inside the zip-archive. Likewise the suggested name of of zip-archive name becomes "nokken.zip" instead of "nøkken.zip".
This character conversion occurs for the the internal packer.
Now, the files can still afterwards be extracted with the changed filenames. However, there is a problem when you e.g. both have a "nøkken.txt" and "nokken.txt". They will both be in the archive with same name: "nokken.txt" and this, of course, does give a problem when unpacking.
Also, even if there are no names coinciding it is still not good with this bug as a whole directory structure with many files may contain files which cannot be found by some other application after unpacking.

I did not see this option as the server on which I was packing with TC only had version 7.x installed. I updated the version on the server to 8.1. I tried some of the different values and found that using "Store all names containing non-English in extra field" works.
