Can TC set specific filename or foldernames's color forever?

I wanna that function to note what is the important file of folder.
Is It possible with any plugin or other configuration?

is: yes, it can.

In the Total Commander menu open the item "Help". Go to "Index".
Navigate to "Operations" => "Menu" => "Menu Configuration" => "Options" => "Color" => "Define color By File Type".
Click on the link "Dialgue Box" and read the page "Define colors by file type".

It can be done for different file types, but it can also be done for folders.

Alternative approach:

In the Total Commander menu open the item "Configuration" => "Options" => "Colours".
Click on the button "Define colours by file type".
Press the function key <F1>.
