toolbar icons with text labels

My colleague trying to setup toolbar icons with text labels under each. Is it possible?

It is impossible with TC toolbar.

There is a tool tip for each button, to make the tooltip popup instantly on mouse hover, set the key ToolTipDelay under Configuration section to small value e.g. 1 (default is 500)

This is not what you ask for but it may help.
