Comma's and digit grouping

I might be missing something, but in the size column, the digit grouping separator (comma?) Is at the top of the numbers, not the bottom. Is this by design or by choice? If it is by choice, how/where is it set?

IMHO it Windows's setting, not TC

Control Panel-> Region and Language -> Additional Settings ->Numbers (Windows 7)

It is similar in Windows XP
It's impossible to lead us astray for we don't care even to choose the way.
