Can't "eject" external firewire drive

Whenever we turn on an external FireWire drive, a little icon will show up in the system tray so that we can "safely eject" the drive before turing it off. It used to be that if I right-clicked on the drive letter in TC, one of the menu options would be "eject".

What I am seeing now is that TC never has that "eject" command available on that drive and when I go to the system tray and tell it to eject the drive, I get a popup saying that the drive is in use and I need to close an application. There is no application I can close that will change this, however.

This used to work just fine and I am not TOTALLY convinced that this is the fault of TC, however, I tested the problem today by closing TC prior to turning on the FW drive and the inability to eject did NOT happen. It does happen whenever TC is running and I have accessed the FW drive from there.

So that's my point: the problem only occurs if TC is running when I turn on the drive. I have closed TC after, hoping that will allow the drive to be ejected, but no.

Is the context menu item available in Explorer? Unfortunately, Windows is still not able to tell which process(es) prevent a drive from being safely removed, but you can use a tool like USB Safely Remove to find that out. There's also a tool called HotSwap!, but I don't know if it shows the blocking processes.
