What does the "FixEmptyPanel=1" entry really do?

What does the FixEmptyPanel=1 entry really do? Can it have a negative performance impact, when enabled? Thanks.

History says:
08.12.16 Fixed: In rare cases, TC may start with empy file panels. To fix, add to wincmd.ini [Configuration] FixEmptyPanel=1 (32/64)

I meant what does it do in the code....

It switches the empty panel to thumbnail view and back to full or brief view (the way it was). It does this because the user who had this problem described that only switching to thumbs view and back fixed the problem. This recreates the listbox.
