Tabs on multiple lines, and permanent tab rows (suggestions)

One way to implement this suggestion would be to use multiple tab controls set to multiline=false. This would also require that the tab controls features an not to select a tab.
I'm not quite sure though how this could be used. There probably would require commands like new tab row, delete tab row and similar commands.

Similar suggestion has been here many years ago ( http://ghisler.ch/board/viewtopic.php?t=18791 ). If tc will use ms windows tabs, it is unable to have static tabs. Maybe tabs would have to be done as separate buttons or used more separate rows of tabs (as Lefteous says), but it would have to be programmed from scratch. Let author say.
You can now use colors of tabs, so differ groups of tabs as they were rows and even autocoloring according to criteria.
