fixed [TC 11.50b1] 64-bit installer for 32_64 build

Separate installer for 32bit works OK.

What's new?
There are no new features in the program itself, but we now offer a combined 64-bit+32-bit installer for 64-bit Windows. It's useful for people who want to work with the 64-bit version, but need some 32-bit plugins from time to time.

Total Commander 8.0 is the first version available in both 32-bit and 64-bit. Currently there aren't many 64-bit plugins yet - I will publish them when they become available. Therefore you should keep the 32-bit version for the moment if you use plugins regularly.

What's new?
There are no new features in the program itself since RC2, but the combined 64-bit+32-bit installer now also works on 32-bit Windows. It installs both the 32-bit and 64-bit versions, but only creates a link in the start menu to the 32-bit version on 32-bit Windows.

I wrote this on the Installer wiki page:

The Total Commander 64+32-bit installer installs both versions in the same folder. The main reason to use this installer is because some plugins may only be available as a 32-bit version. The Total Commander 64+32-bit installer can also be used on a 32-bit system, for example to update Total Commander over a network on a 64-bit system. Or to install Total Commander on a 32-bit system if you don't have another installer available and you don't mind the unusable 64-bit files on your computer.

Please go back to the 32bit installer for the combined 32+64 bit installer. But that was surely just a careless mistake in 11.50 or is it intentional? And if so, why?

Probably as a result, the installer only create shortcuts for the 32-bit version.

It's a mistake, I will use the 32-bit installer again for beta 2.
