Unfortunately I cannot reproduce that. I can't test with MS Paint because it's an App and located in C:Users\chris\AppData\Local\Microsoft\WindowsApps\mspaint.exe
so I tried with Irfanview instead:

As you can see, the icon is set to the main Irfanview icon, but the file lists still show individual icons per file.

Could you try it in Windows 10, please? I've been fighting with Windows 11 during the whole last week, but its associations system is an absolute nightmare. I manage to set association to IrfanView only once, and then if I set it back to Photos to see the difference, it's absolutely impossible to set it back to Irfan. The program just isn't displayed in the list anymore, even after I manually point to the executable (the Choose File dialog is closed, but IrfanView is not added to the list of available programs). I have to keep resetting the machine snapshot and starting afresh, just to be able to set those associations again.
So far, in Win11 I could not reproduce the issue, but I had very little actual work time in it, 90% of the time was spent on useless fighting with its settings. But in Windows 10 it's reproduced with absolute certainty, both with MS Paint and with IrfanView. I also checked TC 11.50 beta 6 (including AssocQueryString set to either 1 or 0), and it's still not showing me the icons. So it must be something different about Win10 that affects the behavior.
